Recovery must become observable

Calm behaviour on one day cannot carry a major protection decision. RMFSL looks for patterns in emotional regulation, cooperation and social connection across repeated activities and everyday routines.

The caregiver matters too

A child may show readiness before the receiving family is prepared. Caregiver reflection, understanding and routine are therefore considered alongside the child’s progress.

Readiness informs judgment

ThriveMeasure uses a four-point observation scale and a transition threshold to strengthen consistency. It supports professional judgment rather than replacing it, and it allows transition to wait when safety or readiness remains unclear.
